Beyond the seas or Far South is a geographical term applied to regions located beyond the southern boundaries of the Continent or, to be more concrete, the Empire of Nilfgaard. The place is presumably divided from the Continent by at least two seas, one of which is the Great Sea. Due to being located so far from other human and non human civilizations, locals naturally developed entirely unique cultures and languages.
Jabulqa and Jabulsa are references to two legendary cities mentioned in Islam.

The purpose of Far South is to bring Near Eastern / African / South&Middle American themes into the World of the Witcher.
The region of Skepimos and the country of Themivika would be inspired by the Romani people. Much like the Apumayu Basin region, Hannu, and countries like Tenoch, it is a "What if?" scenario of what would happen if pre-Columbian cultures, Native Americans, and Ancient Egyptians had reached a medieval level of technology. In this case, both the region and the country are a "What if?" scenario of what would happen if the Romani people had their own countries. However, to represent them accurately, as they are a very diverse people found all over the globe, the idea is that their equivalent in The Witcher has several countries in the Far South.
Skepimos would be the region where these countries are located, and if the translator used hasn't failed, the name comes from Romani Standard, "O skepimos," meaning "the survivors." Their history would need to be explored, but as an idea, they could be a people who were oppressed during the time of the Oshan Empire, as a suggestion. Manushivika, on the other hand, would be the most important of these states, inspired by the Romani people, and it would be located outside of Skepimos. Its name comes (assuming the translator hasn't failed) from "O them le manushesko kai si ivia," which would mean "The Land of the Free People."
Please try to avoid making them a copy of the Vistani from D&D; there are many interesting Romani groups to draw inspiration from, such as the Garachi, Gurbeti, Zargari, etc.
Welatê Namûs means "Land of Honor" in kurdish. As you can imagine, it will be a Kurdish inspired country from which the Ofieri people would learn the art of runewriting.
Muskogee was a proclaimed sovereign nation located in Florida, founded in 1799 and led by William Augustus Bowles, a Loyalist veteran of the American Revolutionary War who lived among the Muscogee, and envisioned uniting the American Indians of the Southeast into a single nation that could resist the expansion of the United States. In this case, it would be another Native American inspired kingdom in the Far South along with Tenoch.
Cholloga would be a country inspired mainly by the Shilluk Kingdom.
Akanwi would be a country inspired mainly by the Kingdom of Sanwi.
The order of the countries is arranged according to inspiration, first those from the Near East & Native American, then those inspired by Africa, and lastly those inspired by pre-Columbian cultures & various indigenous groups of the Americas.
The countries outside (which means the ones mentioned in the article) the Apumayu Basin region would be the final frontier before reaching Mukila and are also not based on pre-Columbian civilizations such as Incas, Mayans, Aztecs, etc.
